Comment:

 It sounds like you might be using Tor Browser to run a  relay. That
 doesn't work very well.

 Try the Tor Export Bundle from here:
 https://www.torproject.org/download/download.html.en

 We don't have a Windows-specific relay guide yet, but please try:
 https://trac.torproject.org/projects/tor/wiki/TorRelayGuide#TorRelaySetup:InstallationandConfiguration
