 We're now seeing several volunteers running both proxy-go instances and
 webextension Snowflake proxies (yay!). However, throughout the course of
 my dogfooding, it seems the quality of the connections has degraded and I
 get frequent disconnects. This requires more investigation, but I suspect
 the higher ratio of web extension proxies is part of the reason.

 Right now we can tell the difference between the two because of the length
 of the ids. I propose prioritizing the handout of proxy-go instances in
 the short term until the root of this problem is more thoroughly
 investigated.
