I bet client uptake follows really different patterns from server uptake.
We could look for subtle differences in client behavior, I suppose, so
long as we do it passively. For instance, using RELAY_EARLY cells means
that we're seeing a 0.2.1.x client or later (I believe, assuming I'm
reading the changelog right). There may also be detectable differences in
the TLS handshake, though I'm not seeing anything obvious that lets us
tell 0.2.2.x from the others in the ChangeLog.
