In Vidalia's exit policy window, it says
"Tor blocks some outgoing mail and file sharing applications by default to
reduce spam and other abuse".
The original goal here was to explain to relay operators that they
couldn't actually set accept *:* via that interface, even if they want to.
#2529 points out a user who misinterpreted it as "Tor automatically blocks
connections that will get you abuse reports".
How about we just remove the text? The downside of missing the text is
that some users might think they're allowing exits to ports that we don't
want them to allow. The upside of missing the text is fewer confused
users, and a simpler interface.
