Comment(by phobos):

 We should revert the 0.2.2.x change, and release a 0.2.2.29-beta so we can
 get packages out and keep 0.2.2.x on track for a stable release sometime
 this decade.

 If this problem wasn't affecting TBB, we should release 0.2.2.28-beta
 TBB's to get this version of tor some more testing.

 We can then continue to argue over tri-state or not for 0.2.3.x branch
 releases.
