assignments [2]. Ports 6668 and 6669 in particular are within the
officially assigned range so if we can't include them we should cite why
on the reduced policy wiki.

Do any ircds actually use these two? I've never seen any. I suppose the
plus side here is that it is also very unlikely for bittorrent clients to
chose the privileged range, too.
As to the other IRC ports, I can't find any references to them being
default torrent client ports. I suppose we can open those up too.
