 Hm. Targetted OOM, or guard discovery.  Not a great choice.

 We might need to do the 0.2.5 version of a #9063 fix that we were talking
 about, where we defined a maximum space allocatable for cells, and do some
 kind of OOM killer on on clogged-looking circuits if we run out of space
 for new queued cells.  Not great, and not delightful to contemplate for an
 0.2.4 backport, but the OOM situation isn't greater either.
