I think that onion_extend_cpath() is bad at picking IPv6 first hops
when a client wants a one-hop circuit for dir tunnel. The test for
"picking last node" is true in the case where state->desired_path_len
is 1 which means that we'll never call extend_info_from_node() for
finding out where to download a consensus.
This is one of several things going wrong when trying to bootstrap
without IPv4.
Also, there seems to be something wrong when clients use microdescs
w.r.t. IPv6 addresses in routerlist -- there are no IPv6 addresses
present. This needs further investigation, separate from this
enhancement.
