As suggested in #8532, we could "trim time intervals as much as
possible while keeping everything stable. The current 5 minutes
between voting could perhaps change to 2." Or maybe one minute.
#8532 never did this. It only added the possibility of chosing when
the voting should start so that we won't have to wait for the next
5-minute period (00, 05, 10, 15, ...).
This change would be valuable for testing changes to consensus voting,
like new consensus methods, and maybe more. These are probably not the
most common changes to tor. Setting priority minor.
