@jsha pointed out that this is expected, unless we want to be storing a
separate history from the native browser history over restarts, which is a
non-starter.
One thing we may want to consider in the future is a observatory-
cultivated bloom filter of the top 100k or so sites, which we can deliver
to clients so that they can determine weather to send the cert to the
observatory or not. Right now we deliver a list of fingerprints for the
top 1k https sites. If we experience debilitating load on the server side
at some point in the future, we may want to increase the number of
fingerprints without delivering a large file to the client. Right now
it's a non-issue, and would take some developer time, so not worth it
currently.
