 x = (4000 MB - (memory_your_os_uses_without_tor + 400 MB safety)) /
 number_of_tor_instances

 4000MB - (300MB +400 MB) = 3300MB
 MaxMemInQueues 1650 MB

 Trying this on server2 - leaving server1 with current values to make sure
 we can continue analyzing.
