 FYI: I am working on this. I am going to implement the simple emergency
 killswitch I described in comment:13. Clients won't be able to override
 the consensus, unless they recompile to remove the check (it will be
 client-side enforced, because relays don't know if we're RSOS or Tor2Web).

 To check for tor2web and RSOS, I'm going to check
 get_options()->Tor2WebMode and get_options()->HiddenServiceSingleHopMode.
 Let me know if I should be checking something else.
