 Perhaps when disk space is low, we should drop descriptors and
 microdescriptors for being old a little more aggressively.

 We need to be careful, to make sure that we don't enter a loop of drop-
 and-redownload for the same objects over and over.

 #7176 has a patch that does this unconditionally.
