Comment:

 When manually cloning the https-everywhere repository, checking out
 `2018.6.13` and running `git submodule update --init`, I also get the same
 error:
 {{{
 No submodule mapping found in .gitmodules for path 'checkout'
 }}}

 So it seems to be a problem in the https-everywhere commit.
