 One fix for this is to devise a way to distribute a fallback-consensus of
 just trusted, super-stable dirrectory mirrors. Currently, it appears as if
 this fallback-consnsus must actually be signed by the authorities before
 it will be used for this (or any other) purpose. We should figure out a
 way to work with this, or around it.

 This is not just for this case of censorship, but also for #2655 and DoS
 resistance.
