 Right now Tor bridges only disclose clients-seen in their extra-info
 descriptors if the bridge has been up 24 hours, for privacy reasons. Fine.

 But we also use the same algorithm for answering questions from the
 controller. The result is that many bridge users who are actually serving
 clients are told that they have no users. This is the wrong feedback to
 give them.
