 I see commits like 8144a2ff that look like they aim to fix this. But by
 ripping out *all* the strings, you prevent any translators from
 translating the strings on the Vidalia side.

 I think the right balance is to have Vidalia know the string, and have it
 be translatable, but to use the string Tor provides if Vidalia doesn't
 recognize the bootstrap status.
