I think I addresses that question in my reply to Jake's comment above.

There are not just risks, but also potential benefits. If we have good
results from active scans we might be able to infer reachability
information from passive data, e.g., by
[https://metrics.torproject.org/papers/blocking-2011-09-15.pdf looking at
bridge statistics]. And once we have a reliable way to say which bridges
are blocked in a country we can stop giving out blocked bridges to users
in that country.

That's not what the deliverable is about. But this is already addresses
in my response to Jake, too.
