 I've written up the testing plan

 PDF] and it is

 /xxx-datagram-testing-plan in git too]. In summary, we have developed a
 set of tasks and provisionally assigned people to do them. We also have a
 priorities for testing different approaches. We'll start with libutp doing
 hop-by-hop reliability.
