Download counts:
n23-n3initial50: 25841 320KiB (web), 64 5MiB (bulk)
It looks like there is some throttling going on, since TTFB improves for
both bulk and web. While bulk downloaders seem to take the majority of the
punishment, unfortunately a big chunk of web downloaders take some as
well.
