Comment:

 This is still a major pain in the ass. I'm now running a Tor bridge for
 censored users instead of an exit relay and still have these issues. I've
 set the average to 52 and maximum to 58 but I still get period spikes
 (Vidalia graph reads 95kbps!?!?) which can last a few seconds, making
 gaming at the same time a nightmare.
