 I've just implemented a wizard to handle these cases according to the
 document. The code is in my branch chiiph/bug2905_disablenetwork, it's
 against alpha. In this case, UseBridges=1 is not valid anymore, so just
 setting DisableNetwork=1 triggers the wizard in the first run.

 Do we want this on stable too? (the alpha branch is planned to go stable
 in the next couple of months).
