Comment:

 Ok, I think I got this confirmation dialog working OK, but I've only
 tested it on Linux. The dialoag will appear if you enable Flash from any
 UI route: either Firefox's plugin UI, Torbutton, or another addon.

 The attached XPI is from 3e60662212bb2e08c986fb7e31eed9c6f95864e0 in
 torbutton's origin/master.
