 Earlier versions of Tor defaulted to 9050 and 9051 and Firefox was
 instructed to not allow http fetches on these ports with the following
 config:

 extensions.torbutton.banned_ports

 Version 2.2.25-5 defaults to 9150 and 9151 but it fails to enter these
 ports in the "banned_ports" entry.
