 Ah, okay.  The channel is closing because we're hibernating.  So it marks
 the or_connection, but tells it to flush.  And then a connection_edge_end
 tells it to queue an END cell while the or_connection is marked but
 flushing and the channel is in state CHANNEL_STATE_CLOSING.
