Comment:

 There's most of an implementation for 0.2.4 in branch "bug7912" in my
 public repository.  The missing part is putting the new destroy cell queue
 queue into the circuitmux.  Andrea said she'd have a look at it with me
 when she's done with what she's working on now.

 Backporting to 0.2.3 will be some work, but not an insane amount.
