 I started this with some nodes running master, configured as per chutney's
 "networks/basic", except that I tweaked one  of the clients to use regular
 router descriptors.

 I let everybody bootstrap, then I killed 2/3 descriptors just now.  Let's
 let it simmer for a while and see what happens. Hope I remember to check
 on it before it runs out  of disk.
