 Oh duh; this could be related to bug #7889 in the other way.  If you
 successfully got a circuit with stream ID 0 (possible before the bug #7889
 fix), then eventually the other side would send a SENDME with stream ID 0,
 meaning to refer to the stream, but eventually referring to the circuit.

 We haven't yet put out an 0.2.3 with the #7889 fix IIRC.
