Comment:

 Encoding this weird statement in the design doc is sadly not a shortcut to
 tricking me into writing this code for you.

 Moreover, I suspect this statement is not actually what you want there
 even if it was design doc material, since removing the dependency on the
 tor control connection still won't ensure TBB will work properly behind a
 transproxy.
