 The attached log diff should tell us more information about the type and
 length of these circuits. Could they perhaps be tunneled directory
 circuits for fetching the consensus or some other automatic circuit that
 we've been (accidentally?) relying on the timeout code to clean up for us
 instead of closing? My hope is that that patch will let us know that much,
 at least..
