This is painful to reproduce and takes days of me watching the Vidalia
window with an alpha build.. And that's just to get a case where I *might*
be able to find out what has happened.
Do we have any ability to write a stem or torperf to watch for this and
other cases of leaked/unculled circuits? Such a stress test would making
gathering more instances of this easier. There might be also be other
cases where circuits sit around unkilled, given the complexity of our
timeout code :/.
