Are we sure we don't want an update_all_descriptor_downloads() call too?
I'm thinking of a case where we have an adequate cached consensus, and
fetching the bridge descriptor should trigger us to fetch our
microdescriptors now.
(That said, I think your fix is an improvement over the current 0.2.4
situation, so it depends how far we want to go.)
