 It's still not perfect fix. Note about limits of this approach: it will
 work only if values resizeBy() limited (at least first time) by platform,
 or window.screen.avail{Width,Height} is compatibly with
 window.outer{Width,Height} (or just reported correctly).

 For Windows(tm) browser reports correct window.screen.avail{Width,Height}
 and window.outer{Width,Height} with any DPI settings and so on. So even if
 no window size limits for them in next ESR, it still should to work
 properly.
