Comment:

 Added a first version - it is based on the debian init script from #14995
 (the improvements in this version will go back into #14995's).

 For easy drop-in testing the attached file has no RPM placeholder (you can
 simply place it in /etc/init.d/tor), but the final version would have the
 RPM placeholder.

 I tried to match the outputs and return codes from the old script (to a
 certain extent) so that we try to not break stuff if anyone parses the
 output.

 Tested on CentOS 7 so far.
 If the general approach is ok, I will clean it up and test it on
 additional distributions (F20,21, older CentOSes).
