 When trying to run a test against an internationalised domain name
 (example espaÃa.icom.museum, encoded in utf8), I get errors performing the
 GET requests through tor and over plain HTTP.

 Command:
 `ooniprobe -n blocking/http_requests -f url.txt`

 url.txt contains a single line with the example URL encoded in utf8.

 Output is attached.

 Are IDN URLs currently expected to work, and if not, is there any support
 planned?
