Comment:

 Ok, this looks good. For the record, I decided that we should try to get
 some analytics before trying to modify this to also handle the startup
 scripts, so we don't risk delaying the release. I created #15456 to remind
 us to check the webserver logs in April to determine if it is worthwhile
 to even do this type of hack for the startup scripts.
