 hi mingwandroid: it might be time to fix this bug once and for all. We
 need a new toolchain due to #18331. Is it possible with your current setup
 to get a new cross-compiler using clang >= 3.7? Or do we have to tweak
 things in a non-trivial way? It seems we can workaround the breakage
 visible in #18331 by backing out the responsible ICU commit but still
 needing to do things like that makes me pretty nervous.
