 So, is the last thing needed for this ticket a patch for server-webrtc?

 Here's a stab at it. It seems mostly isomorphic to the proxy-go changes.

 I tested it locally, youtube-dl'ed a video, and let it idle for about and
 hour, and CPU is now 0% and memory is low and stable.
