 2) yes

 3) yes, particularly because with multiple resolvers all requests pending
 on one marked down are requeued to other resolvers--possibly hundreds; in
 the single resolver case no action is taken and a down-state is advisory,
 clears on arrival of successful answer and eventdns carries on
