 I think I found the problem.

 A file which is uploaded for the first time (rather than overwriting an
 existing file) gets permissions 600, and is owned by my user (not the HTTP
 server user).

 Result - everything else worked, but not the freshly uploaded font file.

 I did however before all of this check the developer tool for network, and
 saw no errors.

 (Maybe I just did it wrong, or missed it).
