 this tool] and a bridge-descriptor file from 13 Mar 2020 07:18:51 PM UTC,
 I looked for bridges that run 0.4.0.* or 0.2.9.*. These are the ones we
 should contact, correct?

 The data shows that 96 out of 1,673 (5.7%) bridges run old Tor version.
 Among these 96, only 52 (54.2%) have (mostly) valid contact information.
