Everything you described sounds fine and normal to me.
Port 9999 is not "the abyss port". It's just a number. You can pick any
number you like to listen on. (There is some organization that officially
assigns service names to numbers, but nobody has to listen to them, and
for the most part nobody does.)
I currently see nine relays in the networkstatus consensus that are
listening on port 9999.
The one part I can't guess about is when you say the "Tor IP address
appears to be using the following ports on my computer". I am wondering if
maybe you are listing the exit policy of the Tor relay you're using.
But all of this said, I'm going to close this ticket since trac isn't for
