New description:
This is only tested on Windows Vista with Service Pack 1 and all updates
except Windows Search 4.0
Tor 0.2.0.30 stable version was released officially a few days ago, but
upon upgrading or uninstalling/reinstalling, the following messages always
showed up 100% of the time.
