 Our bridge usage statistics are based on the reports from bridges with at
 least 24 hours uptime.  If bridges are shut down before that time, they
 won't tell us anything in order to protect their users' privacy.

 We should find out what fraction of bridges have less than 24 hours
 continuous uptime to say how wrong our bridge usage statistics are.
