Comment(by arma):

 Patch looks like it would work. On the other hand, it also delays
 bootstrapping. I wonder how much we're giving up by delaying the
 circuitbuilding? I've opened #5966 for that question, and it shouldn't
 happen in the 0.2.3 timeframe.
