 Build a Question and Answer forum where the community votes on the top
 answers to a question related to anything Tor. The software should support
 translations inline or as a separate forum for various languages. Sort of
 like a stackexchange for Tor. The software should be published as freely
 licensed, open source software (BSD 3-Clause likely).
