Comment (by teor):

 #15775 includes a default list of FallbackDirectories in
 `add_default_fallback_directories()`.
 Currently, 41/331 of these have an ipv6 address included in the
 FallbackDir line.
 But I think this functionality depends on #6027 being merged.
