 Frequently I find a ticket in state "needs_review" or "needs_revision".  I
 want to set the owner to whoever wrote the code.  To to this, I need to
 Assign or Accept the ticket, and then set its status back.  That's error
 prone and a little confusing.  It would be good if instead I could just
 set the ticket owner.
