 I tested this yesterday, and it seems to work ok on Linux: no worse than
 the existing code.

 But I agree there is some issue with chutney and the hidden service tests
 in test-network-all. I wonder what changed? (I opened #22152 to track this
 down.)

 I would like to test this on macOS when I get a chance, and then merge it.
