 Does this still happen? If so, what OS is this?

 The question to investigate is whether the files have those creation dates
 inside the package that we ship (which would indicate a problem with the
 reproducible build side), or they just get that timestamp after extracting
 and installing, which would not be surprising since that's how timestamps
 work on newly created files.
